The Duty/Tax Payer option is on the Ship Code record. Frequently the default is set to Recipient. If you want to change it, you can create an additional Ship Code with Third Party with the account # and address filled in and use it for the shipment OR Freight the shipment, unfreight it, go into Manifest and call up the shipment in the Shipping Screen and enter the appropriate info there.
